About us

“We have served since 1998 in Lithuania, Belgium, and Estonia, but Lithuania is the place we call home!”
We were both raised in the church. After falling in love and getting married, we moved to northern Minnesota, where David was a pastor for five years, and Kandra finished her education in nursing. We have served since 1998 in Lithuania, Belgium, and Estonia, but Lithuania is the place we call home!

Uniquely Called and Qualified

More than 22 years of living and ministering in Eurasia Northwest provide us a deep understanding of ministry issues, challenges, and opportunities.

Our administration, strategic planning, and compassion gifts are vital to the ongoing ministry in Eurasia Northwest.

God confirmed his call on our lives many times and in many ways. Friends, we are humbled at his calling and empowerment

The David and Kandra Millsaps Family

Our Family

We have two delightful daughters, Elizabeth and Stephanie. They arrived overseas when they were 12 and 8 years of age and spent time in both Lithuania and Belgium. Both are known by their Lithuanian names Eliza (ah-LEE-zah), a diminutive of Elžbieta, and Stefanija (ste-FAHN-ee-yah).

The oldest, Eliza, is a mother of four, two girls and two boys. She is a Licensed Clinical Counselor in private practice. Her husband, Brent Silkey, is the Director of Chi Alpha at the University of St. Thomas and the founder of 30 for Freedom, a movement that exists to end sex trafficking in our lifetime through prevention, rescue operations, and survivor care. Their children, Belle, 9, Clara, 6, Henry, 3, and Josiah, nine months, are special and tug strongly  at Nana and Papa’s hearts!

Stefanija works in the marketplace as a corporate educator and is a great auntie to all her nieces and nephews. Stef’s husband, Jeremy Collier works for the Christian non-profit, Venture that addresses human trafficking, brings the Gospel to refugees, the oppressed, and the poor.

David and Kandra are very grateful to have children that love Jesus.

Always be prepared to give an answer
to everyone who asks you to give the reason
for the hope that you have.
1 Peter 3:15

Again Jesus said,
“Peace be with you! As the Father has sent me, I am sending you.”
John 20:21
Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you
